The Times analysis revealed that, in early June, nearly 5000 Airbnb listings for short-term rentals in Los Angeles lacked a municipal registration number. To prevent the mass conversion of housing into rental properties, the legislation establishes a regulatory framework to restrict short-term rentals to the main residence. In May, the Hadsell company sent a letter complaining that law enforcement was “woefully inadequate” and questioning the city's claims about its success, noting that, according to reports from a municipal contractor, there had been a huge increase in the number of substandard rentals in Los Angeles between December and February.
Last year, Los Angeles signed an agreement with Airbnb that required the platform to eliminate “accommodations that did not meet the requirements categorically identified by the city,” including those for apartments covered by rental stabilization regulations. The city, in turn, has estimated that there are more than 6,000 properties on Airbnb that do not comply with the regulations, a figure that is equivalent to approximately 42% of active accommodations on all platforms in Los Angeles. Another apartment building located on the outskirts of Venice was reported for illegal rentals in April, but by the end of July the fine had not yet been paid, and two residents of that building said that problems with night visits had only worsened. Chani Krich, co-founder of Homeshare Alliance Los Angeles, said that most of the hosts her group represents have been forced to stop doing so because the city banned short-term rentals in rent-stabilized apartments.
